Partner net signup went off the rails.

We began the partnernet signup process. When we got to the payment, the site would not accept the working credit card.

Now, on a second attempt, we discover the account was partially created ("Corp name is already used" message), we can't find how to pay, and the only known user isn't an admin and has rights to nothing.

Where do I go for support? Thank you
