Cannot see "Add Group" button from "Access Control" tab on Product page.

Question

I have an APIM instance setup under the Developer tier. All of the documentation I can find states that when I am editing a "Product", I can click the "Access Control" tab and there should be a list of toolbar buttons one of which is "Add Group". I am logged in as the owner of this APIM instance and this isn't showing. So, I can't add the "developers" group to the product. Does this require a role other than the "Owner" role?

Issue:

You observed that under the Developer tier. You have logged in as the owner of this APIM instance and this isn't showing. So, you can't add the "developers" group to the product.

Solution:

You found that "Owner" role was inherited from you being the owner of the subscription. You added yourself to be the "Owner" of the APIM instance and that solved the problem.

Adding myself as Owner directly onto the API-M did not solve this for me. Is there any other way to get the Add Group button to re-appear? It was there for me, with my current permissions, like 2 weeks ago.
