How to submit apps to Microsoft store so that it can install outside of WindowsApps folder?

Recently I discovered that when i installed Zoom from Microsoft Store, it is installed in AppsData Roaming folder, whereas all the other apps are installed inside WindowsApps folder.
Even Zoom was able to add keys in registry as well. How can i do that?

    Microsoft Store apps are installed in the C:\Program Files\WindowsApps folder,which is a protected location.

    Microsoft Store offers two app types: Universal Windows Platform (UWP) apps and traditional desktop apps. UWP apps typically go into the WindowsApps folder, while desktop apps install in Program Files or Program Files (x86).

    Zoom seems to be a packaged desktop application distributed through the Microsoft Store.
