Hi,
Ports 22 and 21 are open. When attempting to ping, there's no response at all...
I've created and deleted three machines that encountered the same error.
It only connects via browser serial console on Azure
I've followed all procedures,
it's as if the public IP isn't functioning.
When I try to ping, nothing happens. If I try to connect via SSH, I get an error: 'ssh: connect to host <my_ip> port 22: Connection refused.'

Can you please check if the ports on the Public IP are open using this (https://ping.eu/port-chk/).
This way you can be sure on the NSG configuration. If this says closed, then the possibility could be some other NSG is impacting/blocking the ports on the subnet level of your VM.

Hello, thank you for your attention, Actually, I deleted and recreated the VPS and reinstalled all systems, after that it worked normally. Honestly, I didn't understand exactly what happened.

you configured a SSH allow inbound rule in all related Azure Network Security Groups (NSG)? NSGs could be related/associated with the VM and with the subnet of a Virtual Network.
