Microsoft Office 365 E3 error

I'm getting an error message when signing in to Microsoft Office 365 E3, see error below, which has a link to submit a service request but I don't have the option to do that so it says to call 0800 832 6417 which is all automated and advises me to submit a service request - one big loop.

Please can anyone from the MS Learn team help?
