Hi Jarod V.S , sorry that you had to make these experiences with azure.

I want to help you with this question, to solve the problem.

As I understand you got an error message in the deployment process of an azure web app that you are not allwed to create a serverfarm in this subscription, right?

Please check the following things:

1.) Check if the microsoft.web resource provder is actived in the subscription where you have the problem

2.) Check if you reached any quota limits related to azure ap services

https://learn.microsoft.com/en-us/azure/quotas/view-quotas

3.) Check if you have enough permissions to do this task

Try it with the Owner role of the subscription (but only for testing, later search for the least privileges to do this action)

4.) Check if the app service plan was created in the same region as your app service apps (if you create it one by one)

Additionally, you can try the steps of the "Quickstart" of Microsoft to create an app service plan. If you still have problems here, write us at which step the error occur.

But for me it's seems it is a microsoft internal problem (for that region, because other users wrote similar problems recently).
