I have logged in to exchange online using a unlicense global admin via Exchange Online Management v3 module. I get below error when executing the New-RoleGroup cmdlet. My tenant has exchange license.
Error: ExDC8D94|Microsoft.Exchange.Management.Tasks.RecipientTaskException|The group "xxx" can't be managed by recipient "admin". The owner of the group should have the following recipient type details: UserMailbox,LegacyMailbox,SharedMailbox,TeamMailbox,MailUser,LinkedMailbox,User,UniversalSecurityGroup,RoleGroup,MailUniversalSecurityGroup,LinkedUser
Do I need to use a licensed GA to execute this cmdlet?

Based on your question,I've done some testing based on your inquiry and it appears that the command can be successfully executed by a global admin with an assigned license. I kindly suggest assigning a license to your global admin account and attempting to run the command once more. Alternatively, if there is another global admin who already has a license，try executing the command to see if the issue persists.

@Jake Zhang-MSFT Thanks for you reponse. This issue had happened to one of our customers and as an internal policy they don't create any global admins with exchange license. Won't they able to create a role group with unlicensed global admin?
In my environment, I can create role groups normally using unlicensed global admin, and my recipient type is user mailbox. I re-read your previous error report and I think the inability to create the role group may be due to the recipient type not meeting the requirements. I suggest you use the following format command in the Exchange Online Management Shell to check whether the recipient type complies with the regulations:
Get-Mailbox -Identity "Email address or username" | Format-List DisplayName,RecipientTypeDetails

RecipientTypeDetails : SchedulingMailbox
I believe this should be the issue.
