Unable to execute New-RoleGroup cmdlet

I have logged in to exchange online using a unlicense global admin via Exchange Online Management v3 module. I get below error when executing the New-RoleGroup cmdlet. My tenant has exchange license.

Error: ExDC8D94|Microsoft.Exchange.Management.Tasks.RecipientTaskException|The group "xxx" can't be managed by recipient "admin". The owner of the group should have the following recipient type details: UserMailbox,LegacyMailbox,SharedMailbox,TeamMailbox,MailUser,LinkedMailbox,User,UniversalSecurityGroup,RoleGroup,MailUniversalSecurityGroup,LinkedUser

Do I need to use a licensed GA to execute this cmdlet?

    Based on your question,I've done some testing based on your inquiry and it appears that the command can be successfully executed by a global admin with an assigned license. I kindly suggest assigning a license to your global admin account and attempting to run the command once more. Alternatively, if there is another global admin who already has a license,try executing the command to see if the issue persists.
