Unable to connect to the VMM management server

After a crash in our Hyper-V environment, our SCVMM 2019 console is not working. I have checked that the System Center Virtual Machine Manager Agent Service is running and restarted the SCVMM and SQL Server, and checked that the SQL Server hosting the SCVMM is accessible.

However, I am still unable to connect to the VMM management server. How can I resolve this issue?
