365 Business basic license assigning

Question

I am new to Office 365 and nothing has been configured yet on my 365 portal.

I have an Office 365 business basic license that allows up to 300 users for free.

Azure AD, etc. has not been configured yet.

I would like to create direct users in the admin portal to get things rolling until everything is configured and allow a few users to use 365 apps.

In the user creation, I only have 1 office 365 business basic license available to assign to users.

How do I access the 300 users/licenses?

@Susan Dodds, Thanks for posting in Q&A. Based on my researching, I find you can sign in Microsoft 365 admin center with a Global admin or User admin to assign the license. Here is a link with more details:

I contacted microsoft, and they informed me that I need to acquire 300 licenses, not that 1 license allows for 300 users.
