Creating Azure Web Service Plans

I am trying to create a wordpress web app. This is a day's old account with one subscription and the Microsoft.Web resource has been enabled. I am the account owner and no quotas have been enabled/created/whatever. There are no policies forbidding me from creating anything, as I am the account owner. When I try to create a web service plan, I get the following error: The subscription xxx is not allowed to create or update the serverfarm.

What is going on? I don't know what to do... I have tried every suggestion on every help site that I can find and nothing helps.

    @Patchfox I tried about 5 different regions same thing... then finally tried East US 2. No more error. There has got to be a way for Azure to remove regions in the selection list hat are full. Thank you for your help
