Unable to upgrade my Azure account

Question

Whenever I try to create a new subscription, I am prompted to upgrade my account first:

However when I click the upgrade button, I am told that my account has already been upgraded:

I have been stuck in this loop for about a week. Any ideas on how I should proceed?
