Issues with Teams policies

Hi,

School I work for has an issue with some of the Teams policies applied and how are those deployed to the users. We want to prevent students from using chat, voice and video calls with other pupils, while allowing them to contact teachers, via text chat.

We've deployed default policy packages Education (Primary school student) and Education (Secondary school student) for the pupil groups. After few days we started testing and found out that some users can still call and chat between each other, where some cannot. The same happens if we deploy custom sets of policies to groups, that will block all access completely, some users will have the restrictions in place, while some don't.

Testing usually takes place after, at least, 12 - 16 hours, to allow Teams to settle, but we did test after couple of days, without making any changes to see if it did work. Users in groups that policies are deployed to, do not have any individual policies assigned to them, as we are aware that it would override package deployed.

It has been suggested, by someone, that there might a Global Policy, not related to Teams, that might be responsible for the issue.

Is there a reason why it only works for certain users? Could anyone, please, suggest where should I start looking? If you need any more details, I can post some screenshots.

    We want to prevent students from using chat, voice and video calls with other pupils, while allowing them to contact teachers, via text chat.

    If you want to assign policy to those specific users, it is recommended that you grant policies in the following order.

    Before assigning policies to individual users or groups, start by setting the global (Org-wide default) policies so that they apply to the largest number of users in your organization. Once the global policies are set, you'll only need to assign policies to those users that require specialized policies. For example, you should set the policy for your Teams users could using chat, voice and video calls and choose the student and set the specific policy and apply the custom policy to them.
