Do you have schedule to auto shutdown/start your Azure VMs? because that will deallocate VMs and reallocate them. You may find more information here: https://learn.microsoft.com/en-us/troubleshoot/azure/virtual-machines/windows/allocation-failure
In my practice, maybe good to choose a new (latest) VM model with similar capacity and that can be fixed quickly.
