I tried to create app service ( web app ) my subscription is free trial with 200$ and couldn't do it because its keep saying to me your subscription is not allowed to create app service plan

As this issue is similar thread to the issue mentioned in the thread #1657059. I am marking this thread as duplicate of the other thread, and I would suggest you follow the latest discussion and suggested workaround in the other thread.

As per https://learn.microsoft.com/en-us/answers/questions/1536313/unable-to-create-azure-app-service-plan-in-free-tr, trying a different Azure region might help (start with East US).
