Hello @Andrew McCalister Thank you for reaching out to us on Microsoft Q&A platform.

From the tile of the post, I understand that an Azure account was created unknowingly, and you noticed there is a charge on your card.

Since this is a billing validation issue, it involves account verification and requires some PII data to investigate the issue. Microsoft Q&A is a community platform (Public forum) and issues of this nature that involves PII cannot be handled here and can be take care of by Azure billing team. I highly recommend you reach out to Azure billing support team by raising a support request. The ticket enables you to work closely with the support engineers and get a quick resolution to your issue.

Here is the link - https://docs.microsoft.com/en-us/azure/azure-portal/supportability/how-to-create-azure-support-request to create support case.

FYI: Azure Billing and Subscription Management support is included in the Basic Support Plan without any charge.

Hope this helps. Let us know if you any further assistance!
