How to fix and pass the verification step in creating azure free account

Why am i unable to register for an azure free account? I have entered my payment details severally but it keeps telling me that the information is incorrect. It is my card and I have entered the same information but i keep getting same error message...I thought it was because there was no money on the card then i put little money and even after i did, it is still the same error message....what is really happening?

    • You don't already have a Microsoft account that uses the same information.
