I'm trying to install Docker CE on my Windows Server as part of the image builder step and it will need a restart. The question is, how do you handle restarts in the customer powershell script while building an Image using Azure Image Builder?
Tried Windows restart customizer but that didn't work.

It should be done by using the Windows Restart customizer. With PowerShell you would use New-AzImageBuilderTemplateCustomizerObject with the -RestartCustomizer option. Same can also be done if using az cli with az image builder customizer.What happens when you add the -RestartCheckCommand option?

I'm trying to install Docker CE in the powershell customizer and that is causing the build to fail.
