How can we close complete the account of azure? we are keep getting charges !!

We shutdown all the subscriptions and we still getting charges, so we check again the subscriptions services and we find some resources we deleted them, but now there appear to be some resources from the subscriptions that cannot be delete it because the subscription was shutdown, and if you want to restore it would need to be paid the latest invoices for that. There is a way to close complete the account of azure and avoid getting more charges??.
