This would all be dependent on the OS that is hosting Hyper-V. If you are using Windows Server Datacenter: Azure Edition, it does not include free licensing for hosting nested VMs. As you can see in the table here:
If you use one of the Standard or Datacenter (non Azure Edition) versions the rules would be the same on-premise or in the cloud. See Locks and Limits section:
