Did this problem only appear in PowerPoint? How about other Office files?

Did the file contain the embedded media?

For PowerPoint online, this is subject to the overall 60 second time out for file downloads so it is possible that smaller files will hit that timeout.

I suggest you check if this related to the file download to edit in PowerPoint online.
