    Yes, and no. The object ID is a GUID so it is statistically unique. However there are no guarantees and it is possible that a duplicate ID could be generated. Within a single category of objects (say object IDs for users) within a single tenant then it would be unique as the system won't allow the generation of a duplicate. However across tenants you shouldn't make that assumption as there may be an exceedingly rare case where it might not be.
