Does data lifecycle management import service on M365 need E5 license ?

Hi All,
Recently I am going to import PST file to Exchange Online mailbox.
However when I completed the analyzing the mapping file and start to import to M365, it failed with unknown reason.
May I know any license requirement on this service?
M365 Business Basic license are using.
