I see that you mentioned about your Azure backup is broken down and you want to re-set it up and there seems to be an issue with the passphrase. The data can be recovered only IF,
- Your original machine (where backups were taken) is available and still registered with the same Recovery Services vault, then you can regenerate the passphrase by following these steps.
- Your original machine is corrupted (preventing you from regenerating the passphrase through the MARS console), but you can restore or access the original scratch folder used by the MARS agent, then you might be able to restore (if you forgot the password). For more assistance, contact Customer Support.

If you do not know the passphrase and also does not have access to any data on the server, I’m afraid you won’t be able to recover any backups for that server.
• If you still have access to the server and the file C:\Program Files\Microsoft Azure Recovery Services Agent\Scratch\OnlineBackup.kek is usable, you can try to create a server with same FQDN, install MARS agent, replace the KEK file and check if you are able to browse your restore points.
• If you know the passphrase you can try an alternate recover from another server registered with same vault
Besides that, nothing else can be done.
