Could you please provide the screenshot of Project Properties.

Right click your project in Solution Explore Window, Select Properties.

How can it be free for getting the support I need which I have to pay for it at the beginning then I say to Microsoft it's a free ticket but by then I've already paid for it?

You need to pay this fee first. If the engineer confirms that this is indeed a bug, the fee for this ticket will be refunded to you.
