Error When Pressing "Send Code" During Microsoft 365 Developer Program E5 Subscription Creation

After an 18-month hiatus from development, during which my Microsoft 365 Developer Program E5 subscription was deleted. I am attempting to create a new E5 sandbox.

When I press the "Send Code" button while completing the "Add phone number for security, I get the following error message:

On my developer portal, it gives me the opportunity to create a sandbox.

Can anyone for me advice on how to progress with the sandbox creation?
