B2c: "userPrincipalName already exists" even though the user can't be found via the Graph API

Since yesterday 10AM UTC+2 where having some issues with creating new users via the Graph API in one of our B2c tenants.
Some requests time out and retries end up with userPrincipalName already exists and HTTP 400.
The problem is: the actual user cannot be found via the user's search.
The user can also not be recreated.
After some time (mostly 30 to 60 minutes), the creation of the user is finally possible.
It affects about 1-3% of all requests.

2024-05-08T13:50:19.3366667+00:00 This was happening in single user creations.
The issue disappeared now and was only happening the 4 days before the outage of Azure B2c on the last Sunday.I guess that was somehow related. Also regarding the very high latencies we had the days before.
