Since yesterday 10AM UTC+2 where having some issues with creating new users via the Graph API in one of our B2c tenants.
Some requests time out and retries end up with userPrincipalName already exists
and HTTP 400.
The problem is: the actual user cannot be found via the user's search.
The user can also not be recreated.
After some time (mostly 30 to 60 minutes), the creation of the user is finally possible.
It affects about 1-3% of all requests.
