Persistent errors with 2 windows updates

Hi everyone,

I have been troubleshooting a persistent error with windows update for the following 2 updates

Security Intelligence Update for Microsoft Defender Antivirus - KB2267602 (Version 1.409.704.0) - Current Channel (Broad)

2023-11 Update for Windows 11 Version 23H2 for x64-based Systems (KB4023057)

Both updates will start downloading, and then the download will hang at 0 or 5% completed respectively. No progress will be made past this point, if the PC is restarted occasionally there will be an error code 0x80244018, but usually it will just stay downloading forever.

I have tried a large number of steps already, including:

  • resetting windows update components
  • running DISM and SFC scans
  • re-registering DLLs used for windows update
  • confirming that there is no WSUS server specified in the registry
  • rolling back to a previous version and reupdating
  • Removing the PC from entra
  • Disabling all antivirus and attempting the update again

We have also done a repair install of Windows through an ISO and the issue has persisted through that. Other articles I can find on this tend to say that their issues were resolved with either one of the first 2 steps listed here, or that new updates/reinstalling windows have resolved the problem. Has anyone else run into this issue previously?

    Hello

    "0x80244018" means “ WU_E_PT_HTTP_STATUS_FORBIDDEN”.

    It could be a network issue.

    Please take the following steps to troubleshoot the issue.

    1. Uninstall the third party antivirus software if there is any one installed then reboot to check.
    2. Turn off the firewall temporarily.
    3. Run the built-in windows update troubleshoot to diagnostic the issue.
