How to maintain the display-off state on a Modern Standby PC

When setting sleep to 'None' in the power settings on a Modern Standby PC, checking the 'powercfg /sleepstudy' logs reveals that the system seems to alternate between the display-off and sleep states.

What settings can be applied to maintain the display-off state continuously?

Currently, aside from disabling the Modern Standby feature by editing the registry, I'm not aware of any settings that can maintain the display-off state while keeping the Modern Standby feature enabled. Are there any settings available to achieve this?
