Azure AI Speech with Whisper leaves jobs stuck in NotStarted

We've been running Azure AI Speech with Whisper (version 3.2 of the API), in batch transcription mode, for a while with no problems. Last Friday we started getting a lot of jobs stuck in NotStarted state across all our deployments. The problem has continued since, with some jobs not recovering at all.

I have no errors from the service and see nothing out of the ordinary in the logs. Jobs just won't progress. How to debug further?

We are also not hitting rate limits or parallel job quotas. We have updated to 3.2-preview.2 API as an attempt to resolve this problem, to no effect.

@Mickey In which region are you running your jobs? Did you try to get the latest set of base models from your region and then use that base model endpoint in your batch transcription request? I would recommend to try a different base model and check if the job begins transcription. If there is issue with your current model, then the jobs might not progress. To get the base model, replace the region and key with yours.

If the issue still exists, then you will have to report your request ids that are seen in the response of your job to service team to check what could be wrong with your resource or subscription. I hope this helps!!

Thanks for the response. The region is West Europe. We are using the most recent model that supports our required locales, it has ID 69adf293-9664-4040-932b-02ed16332e00 (it's one of the public models, not finetuned). Like said, the problems started occurring last Friday with no change to our systems (no updates to API or model versions from our side), and now it happens intermittently.

I don't find any difference in available models or service performance when upgrading the API version from 3.2-preview.1 to 3.2-preview.2.
