Azure Logic App Will Not Authenticate to FTP Server

Good afternoon,
I have been trying to figure out why a Logic App broke sometime in February. It is setup to start a logic flow when a File is updated or created on an FTP Server. I see the error "Please check your account info and/or permissions and try again. Details: Missing or incorrect credentials." However, when I use the same credentials in WinSCP or FileZilla I am able to connect as expected.
What I have noticed on the FTP server is that there is an attempt to log in by the user account and then the FTP Server asks for a pass and then it never goes any further, then that error is produced in the Logic App.
I have checked the network security group, the user accounts on the VM, the ftp server configuration, and everything looks correct. I am wondering now if something in the Logic App changed?
Has anyone else run into this issue?
