How Can I implement Browser(Web-Push) with Nodejs

I have created a notification hub and implemented the whole code for Browser(web-push) notification but I am not getting any notification on my local machine it is showing the notification are enqueued, how can I resolve it ?
I have done the implementation with NodeJS and Angular
