How to reconnect a bluetooth device to Windows use direct ADV with a RPA peer address?

When I use direct adv to reconnect Windows, I found an interest thing. If peer address in the adv is public, it works. But when I put a resolvable private address in it, Windows will not reconnect my BLE device. I don't know why.
