How to qualify for a Microsoft 365 Developer Program sandbox subscription.

Hi, i am trying to complete the exercises for https://learn.microsoft.com/en-us/training/modules/what-is-m365/5-explore-microsoft-365-tenant
And while trying to sign up for a developer account it says i don't qualify, I would love to know why.
