From your description, it seems your issue is with Microsoft 365 Developer Program sandbox subscription.
We regret to learn that you're encountering difficulties while attempting to join the developer program. The issue may stem from one of two reasons:
- Country-specific outages: Recently, we experienced service disruptions, leading to temporary blocks on registrations from various countries. Although this problem has been resolved, please be aware of the following geographic limitations. Due to technical and security considerations, the Microsoft 365 Developer Program only extends support to select countries/regions as outlined in the Microsoft 365 International Availability list. We periodically review and update the list of supported countries. If your country or region is not currently supported, it means we are unable to accommodate registrations from there at this time.
- Membership benefits: While you can still enroll in the developer program,
access to the free Microsoft 365 E5 subscription is currently paused for the short-term while we adjust the qualifications for that benefit.
Microsoft consistently monitor and take action against any suspicious activities to safeguard both our customers and Microsoft platforms from fraudulent behavior, compromised accounts, and other malicious actions. Our measures range from preventing unauthorized users from joining our program to disabling subscriptions.
