Developer Portal Collapsible Panel Color Issue: Changing Color on Window Minimization

Hi, I'm currently editing the developer portal portion of my API Management service developer portal. When I minimize the window where my developer portal is, for some reason the collapsible panel on the top right of the screen is a kind of teal blue. When the window is completely maximized, the panel is white. But when the window is slightly minimized, it is blue. I'm not sure exactly what is causing this issue, as when I try to edit the color of the background of the collapsible panel, it's already white. How would I be able to change the color of this panel for when this window is slightly minimized?
