Raw Socket Limitations when Using Windows 11

We currently have a lab test environment that uses a Windows 7 computer with raw sockets enabled in order to connect to the test equipment for the injection/capture of ethernet packets. We will eventually need to upgrade this computer from Windows 7 to Windows 11, and my understanding is that raw sockets won’t be supported anymore without server-based certificate validation.

Unfortunately, installing a certificate server on the computer and having to constantly access it and get validation every time ethernet traffic was sent or received would not be practical or feasible for this particular lab test environment. I was wondering if there was another possible way that we could get around this raw socket limitation?  (i.e. maybe downloading a special driver).
