The taskbar in Windows 11 has been redesigned and its behavior is different from previous versions of Windows. The ability to move the taskbar around the screen is challenging due to the new design.

Registry Edit: You can try to edit the “Settings” binary key in the “StuckRects3” Registry key. However, modifying the Windows Registry can cause serious problems if misused, so it’s recommended to create a full backup of your system before proceeding.
Third-Party Tools: Tools like ExplorerPatcher or Start11 can help you move the Taskbar to the top.
