Please check the path C:\Program Files\Microsoft\Exchange Server\V15\ClientAccess\sync.
Can you find the web.config file and web.config.bak file there?
If the web.config file is missing, copy and rename the web.config.bak file then test ActiveSync.

This was one of the first things I tried. I checked both locations for the web.config and the file is where it is supposed to be. I'm not sure if this event is truly the cause of my issue. As emails started working again after I spent hours puttering around even logs and various solutions. I would however like to resolve this error as it occurs every 3 minutes filling up the event logs.

Have you tried (make a backup first)deleteing the activesync folder in C:\WINDOWS\Microsoft.NET\Framework64\v2.0.50727\Temporary ASP.NET Files and run IISreset?
