Need to create collaboration with external user, but don't have Azure Subscription

We are using SharePoint and Teams to try to share documents for collaboration with someone outside our organization (who also has SharePoint and Teams, but not ours).

We set up all the External Collaboration settings and set her up as a Guest User, but she still is unable to see the documents or edit them. So far we have tried it with an Excel document and a Word document. We tried using the Share function from the desktop folder icon, and we also tried creating a workspace and a Channel in Teams to share with her. Neither has worked.

We tried the steps listed in this doc - https://msft.it/6018pPIIe but we don't have an Azure Subscription.

What do we need to do to set up collaborative sharing?

After you enable the external collaboration, it needs to add the guest to your team. Then, the guest user has access to the documents. For more details about adding guests to a team in Teams, please refer to this article.

Besides, this article introduces the collaboration with guests across documents, tasks, and conversations. It deserves a read.

I did that already. She has been a Guest user already but she says this: "I have an alert top right that I'm a guest on your team, but when I click on it, it starts thinking but never resolves; I have to restart Teams."

She also has not been able to successfully collaborate with us in the past on anything though - we have tried sharing Word docs and Excel docs, and she gets errors each time.
