Current version of Microsoft Teams: 1.3.00.30866
With one of the recent updates to Microsoft Teams, notifications like incoming calls, no longer appear on top or over other windows. answering calls becomes cumbersome for some users who may have multiple remote desktops, and other windows open. I've listened to many complaints about not being able to answer a call.
Any workaround or fix for this?

It recommends you check if you have the appropriate settings of notification. To manage your notifications, select your profile picture in the top right of Teams, then select 
Settings > 
Notifications.

Besides, the latest client version is 1.3.00.33674(64-bit). Update your client to the latest version and try again.

Version: I checked for updates before I posted. I just now checked for updates, and there were none. So then I uninstalled Teams, then reinstalled it and got version 1.3.00.28779. I ran the update check, and it updated to 1.3.00.30866. It won't update any farther - "You've got he latest updates. Enjoy!"
So I'm not sure how to get to version 1.3.00.33674....
These notifications no longer pop up over remote desktop windows, and other windows:
Users who only use headsets (but take them off when not in use), and don't have a secondary ringer, have no way knowing about incoming calls.
Thanks for your comment, and version 1.3.00.33674 arrived today. However, the notification issue doesn't appear resolved.

I tested this scenario in my environment. It has no such problem. Referring the following the image:
You could clear the client cache and try again. Delete any file in the following folders:
%appdata%\Microsoft\teams\application cache\cache

%appdata%\Microsoft\teams\databases
%appdata%\Microsoft\teams\GPUcache

Reverting back to version 1.3.00.26064https://www.reddit.com/r/MicrosoftTeams/comments/i4wv6r/thread_for_reporting_new_versions_of_teams_desktop/ fixes the issue for now, until Microsoft issues an update
Is this issue fixed in version 1.4.00.2781 or still exist?
Yes. I have this issue. O365 support asked me to clear the cache. That fixes for some time and then it returns. However, i noticed that if I disable data on my cell phone (I have teams on my cell), the notification do get pushed to desktop. Then it breaks after some time. Been missing calls at random if my headset is off.
