Can Word Normal.dotm interfere with Outlook? Office 2016

At work, my Outlook 2016 32-bit [on my Win 10 Pro 64-bit (v 1903)] has problems, and my IT guys say they probably stem from the custom Normal.dotm I have in Word.

In Outlook, my Auto-Complete stopped working - when I start typing names in To or cc, Outlook does not complete them as it used to do. However, it WILL send emails with my typed partial names if they start out correctly - it just won’t show me the Auto-Complete.

If I start Outlook with Win+R as outlook.exe /safe, Auto-Complete works normally, but I can no longer double-click on a From or To name in a received email and see the underlying address, etc.

My IT guys - whom I torture enough - think my custom Normal.dotm in Word might be the culprit. Its genesis is Word 2003 from another firm, and I have a lot of customizations in it. Yes, the original normal.dot from Word 2003 was “Converted” to be usable in Word 2016 as Normal.dotm. FYI - yesterday, I hid my Normal.dotm, reinstated the default Normal.dotm and rebooted, but Outlook still had the problems I am describing.

One more clue - whenever I close (exit) Word, Excel or Outlook, its process continues to run in Task Manager. The process(es) won’t stop unless I “End” them manually or reboot.

Yes, I have tried all the basic things to fix the Auto-Complete issue, like turning it off and on in Options and even clearing it. (But I am on Exchange.)

Why do you think I am having this Auto-Complete problem in Outlook, and how to fix???

Independent Advisors do not respond to questions posted here. Note that some of the Outlook IAs are among the most knowledgeable people available (and some are not).

Your Normal.dotm would not cause problems in Outlook. The file for Outlook is NormalEmail.dotm which is a Word file and stored in your User Templates folder. I do not know enough about Outlook to tell you what is causing your issue.

Charles - Because my Outlook is administered by my firm's IT team and connects to Exchange at the firm, I would like to leave this post here. I would need to forward any suggested fix to my IT folks.

Yes, I have posted in Answers as well, but let's see if the more IT-level readers here have a suggestion.

In Outlook, my Auto-Complete stopped working

Have this issue occurred only recently? If so, have you performed any special operations before it(install any add-ins or update)?

If I start Outlook with Win+R as outlook.exe /safe, Auto-Complete works normally

Considering the add-ins and other customed settings would be disabled in safe mode, according to your description, it could work normally in safe mode, in order to first avoid the interference of add-ins, it's suggested to disable the add-ins manually to check(File>Options>Add-ins>COM-add-ins, Go>uncheck the add-ins).
Also, based on my research, if you have iTunes Version 10.0.0.22, which also installs an add-in called Outlook Change Notifierit and it had several issues that caused Outlook to not shut down gracefully, causing AutoComplete to not work correctly. For more information, you could refer to this article: iTunes, Outlook Change Notifier add-in interfering with Auto-Complete. Please kindly check if you also has this add-ins in your Outlook, if it's your case, it's suggested to update your iTunes to later version or disable this add-ins to check if your issue has any difference.
