Thank you for your post! I wasn't able to find this error code in any online documentation. However, it looks like this might be an invalid request error based off searching the error code. Can you retry the operation and see if you're still getting the same error?

Are you following any documentation when joining your device?
Are you using Autopilot or or Intune?
Any additional information or screenshots would be greatly appreciated.

I'm having this same issue. It was for a computer that was previously enrolled with Intune.
I did the "reset" from the Company portal. Then I have deleted the entries for the computer in Intune and Azure AD.
When I try logging in with my username I get the 801c03ed error.
"Administrator policy does not allow user etc... to device join."

I am trying to login to a Hololens 2. It is the first Hololens 2 in my organization, and I’m getting the server error code 801c03ed, when I try to login as if it's owned by my organization.
Server message: Administrator does not allow (xxxx) to device join.
I have tried to sign in from another device with the same result.
Pls help.

Resolved now. There are restrictions on who can join devices to the AAD on the device settings page in AAD devices as well as in Endpoint Manager. See https://techcommunity.microsoft.com/t5/windows-10-management/can-t-aad-join-windows-10-quot-administrator-policy-does-not/m-p/2109878#M512
Hi everyone, I am having same issue and when I try fixing it through suggested way I still can’t get though. I have to access to Devices Settings at all. This is what I end up with. What should I do ? I really need it for Tuesday and worry it might not get resolved.
