Create delegate skype meetings on outlook

I have a user who would like to book skype meetings on behalf of another user.

-their mail server is on premise exchange
-they user Skype for business on office 365

The error message they are getting is

" The person you are scheduling on behalf of is not UC enabled or there may be configuration issues with the account."

I have searched this online and saw that the user needs Skype for business full client which he has. I have also checked his outlook delegate for to confirm he has full access including calendar for the other user he is trying to book meetings for.

What could be the issue. I'm unsure if the on premise exchange server is integrated with office 365 Skype? Some help would be appreciated.
