Web Service Authentication Error

I got the error message when I deploy web service and see deployed web service. The following error message occurs when I try to deploy web service. Any workaround on this ?

I have had the same issue today and I had to go through all three user risk policy, sign-in risk policy and MFA registration policy to exclude the service account. I also ensured MFA isn't enabled for it. Hope that helps.
