I tried to install the windows admin center but seems I don't have the right version of windows with the current version.

Windows 2012 R2.

There may be some prerequisites.

I installed the prerequisite WMF and rebooted the server but still same issue with installing windows admin center.

Is there a service or something else needed?

Seems windows Admin Center setup does not work on windows server 2012 R2 even with the WMF 5.1 install.

Turns out this is correct. You can use Windows Admin Center to remotely manage Windows Server 2012 R2, but Windows Admin Center does not support installation on Windows Server 2012 R2

So the best solution then is to install a machine with a newer version of windows and manage my 2 windows server 2012 R2 boxes remotely.

Would it be possible to migrate date that way from one 2012 R2 box to another windows R2 box?

Since it is 2012 R2 -> 2012 R2 you may be better of using robocopy.

Robocopy is one of the most-used command-line utilities to copy large volumes of data in Windows. If you want to try this, here is a guide for you to check:
https://adamtheautomator.com/robocopy-the-ultimate/
I found that windows 2012R2 unable to install WAC appears to be a known issue for many users. I suggest you use the builtin Windows Feedback Hub app within Windows and provide feedback about this issue so that Microsoft can start working on this issue.

Thanks for your time!

No, robocopy is for moving storage and permissions to a new location.

Best solution to migrate my system is not to use robo copy as many of my apps have registry files along with other things. I am looking for a solution to move my ERP and SQL database without a reinstall.

Something here might help.
https://docs.microsoft.com/en-us/troubleshoot/windows-server/backup-and-storage/how-to-restore-windows-installation

but a complex install of ERP plus sql server is probably not going to work. The much safer method is to clean install the operating system on new hardware, patch fully and migrate over to it.

The OS on the new machine is fresh and was looking for simple copy and paste situation where I would not need to reinstall the ERP and database.

You might try acronis or some of the other third party tools. There are no native tools for this.
