In order to better solve this issue, I want to confirm the following points:
What’s your Exchange server version?
Only one user have this issue or all users have?
Will you receive the NDR only if you send an email with an attachment? Have you tried other types of attachment?
According to my research the error information, there are many possible causes of this issue, please try to following the steps:
1.Please try to login to OWA and send a test email with an attachment. then check if it can be sent successfully.
2.Please try to run “outlook /safe” in the Run to start outlook as safe mode, To avoid interference from third-party Add-ins.
3.Please try to re-create a outlook profile.
4.Please upgrade outlook to the last version.
In addition, except for NDR, are there any errors when adding attachments and sending emails?
If possible, please share the complete NDR information with us, we could know more information. But please pay attention to covering the personal information.

Also having this issue, haven't been able to access end user machine yet. o365 Business Standard seat. Message trace shows the message as Delivered at 3:45:31PM (UTC -6). Don't have original email yet, not sure if attachments involved. Subject contains upper/lower/numbers and several special characters, which seem to be preventing me from posting this, so left them out.

I did determine that the message traces were accurate, the ones that bounced didn't go through. Two threads, one was a reply and add of an internal CC, the other a forward of an email with a PDF (~100kb) attached. That one we were able to repeatedly forward and have the same bounce result. Some kind of corruption in the thread or something, because I could save off the PDF, attach it manually and send it from end user to myself outside the company without issue. The person she was forwarding to was internal, guess I didn't think to try that at the time, but expect it would have had same results since it was already bouncing initially.

Are you a colleague of the person posting or other users who meet the same issue in the forum?
Regarding your test results, I understand that emails with attachments can be sent directly to external recipients and can be sent successfully. But if you forward a mail with attachments to internal recipients, an error will occur. Can it be considered that this error occurs only when forwarding emails with attachments? If my understanding is wrong, please correct me in time.
Only one user have this issue or all users have?
Did the user change any settings before this issue occurred?
How do you conduct these tests? Is it through OWA or Outlook client, or both have the same issue.
Please try to log in the problem user on another computer and forward the email with attachment
After the email fails to be sent, is there an NDR generated? If so, please share the complete DNR with us. In addition, are there any other pop-ups or errors generated? Please pay attention to covering your personal information.

  • I do not know the person who posted

  • Scenario is forwarding particular thread with PDF fails every time, regardless of sending to internal or external. Saving down the PDF from same thread and sending via new email is successful.

  • No it can not be said only forwarding attachments, also happened when replying to a different thread (no attachment) and adding one internal employee as a CC

  • I have not heard that any other user there has had the issue, but can't be certain

  • Testing was through Outlook software on Windows 10 OS. Have not tested thru webmail, trying to recall if they're a bank and may have OWA disabled.

  • I haven't heard anything else back so chalking it up to her issue and told her to let us know if it starts up again.

According to the information you provided, if the tranpsort email also happened error whithout attachment, Then I think it is not certain that the failure must be caused by the attachment, there may be other reasons that caused the issue.
Since it is impossible to confirm whether your issue is the same as the poster’s issue, we only focus on solving one issue per post. I suggest that you can create a new post based on your problem.We can concentrate on each problem for a quick resolution, also make each thread clear for other’s reference.
Before that, you can do the following:
1.Is there any other relevant information after the send email fails? Such as NDR.
2.Please try to send an test email and view the Message trace to see which step went wrong and the specific error.
3.As I said above, if only one sepcific user have this issue, please try to using another computer and send email again.
In addition, please make sure the outlook is the last version.

It is the same issue, as it is the same error. There is the ndr with the error previously described. There are no internet headers, as it's not making it outside the o365 server. I'm not interested in spending more time on it.

Sounds like others in the same office may be having the same issue. The one user I'm working with is on current channel, updated on the 13th from release the 12th. I'm not convinced this isn't an office update issue. Going to try to roll her back a couple versions and prevent updates and see if that helps her.

I have a user with the exact same error occurring.

  • AzureAD user with M365 exchange

  • Win10 20H2 (19042.928)

  • Outlook Click-to-run (v2008 build 13127.21506)

  • User can send and receive emails

  • User can reply to emails

  • Some emails can be forwarded, some not.

  • Those emails that fail to forward return the error below.

  • About to test issue on web client but believe it will work based on seeing this for another user a few months back.

  • Will rebuild laptop to rule out issues with profile and outlook client.

  • As this is occurring across multiple customers I think Microsoft should review further.

  • @JT-4022 you are certainly not alone in seeing this fault

Issue seems to likely be local user profile or outlook app
