If you want to restrict users to create team, it needs to disable the ability to create groups in Office 365. Since Office 365 group is integrated with many Office 365 services, such as Teams, Outlook, SharePoint, Yammer. If you'd like to disable the creation of teams, all the other services will be also disabled. Currently there's no way to just disable the team creation for Teams users only.

When will this change as out system is a complete mess because of users having this ability. we disabled it using Powershell and some microsoft update has seemed to re enable this.
I've had to the exact same issue. I ran the powershell update to restrict it to admins only, the other day I noticed it was re-enabled again when users started to create new Teams groups.............needs a simple button in Teams admin center to disable it.
Whole MS community and users have been asking for this feature since the days Teams have launched but still you guys havent given this simple feature to turn Off the ability of careting teams. what is the reason behind not implementing it even if after so much noise on it?
We are trying to disable this for our organization as well and within minutes of having a specific security group that disables the group creation function, it gets turned back on. We then have to re-run the PowerShell script again.....
What a pain. Looks like currently you might have to run a daily PS script to disable this functionality.
I am having the same problem, please announce or update Teams admin center to have this option.
i don't know why this simple things cannot be happen.
Everyone in my organization created "Temporary Teams" and leaving lot of garbage.
Now I don't know how to handle that huge number of sites in Sharepoint.
