ClusterPerformanceHistory volume missing

I can't get the ClusterPerformanceHistory volume to be created. When I run Start-ClusterPerformanceHistory it completes with "Starting cluster performance history. This may take a minute...". The volume is never created and when I run 'Get-ClusterPerf' it returns an error Cluster performance history is not running. Run 'Start-ClusterPerformanceHistory' and try again.

We are running a 2019 S2D cluster and everything had been working great when we recently had a drive fail. We ran into an issue getting the old retired drive to be removed. While working on the issue at one point we temporarily disabled the health service which is the only thing I can imagine could have caused this. The health service is running now w/o issue.

I've tried rebooting all the nodes in the cluster.

The volume use to be there and was working fine.

I tried manually creating a 'ClusterPerformanceHistory' volume and one thing that was odd is the drive was empty and 20GB but it said there was like 50% of space consumed.

I can't find any errors in any logs and documentation on this is next to nothing.

    Get-PhysicalDisk

    I'll run cluster validation check a later time but here is results from other queries.

    Validation check shouldn't cause any interruption, correct? We just had a firewall issue that knocked everything off-line for a few hours yesterday so being a little over cautious :)

    I ran a cluster validation and everything came back successful but a few VMs I had offline and some updates to install.
