Yes, for learning and simulating testing.

You can try signing up for Azure free trial subscription, create all the required services for free and use them for a Month.

But after a Month or once the credit $ amount is used up, you will have to upgrade free trial subscription to pay-as-you-go

Other option just for learning is to use Microsoft learn platform where you get free sandbox environment (limited to particular learning path) here - https://docs.microsoft.com/en-us/learn/browse/
