Are you using the latest build for Windows 10?
Try connect another app to Kiosk and test whether it works?
I am asking this to verify whether this is an issue with Microsoft Edge or Windows.

Please refer to this Microsoft document to Configure Microsoft Edge kiosk mode

Also check this similar case for a hint
So this happened after an update that added a new version of edge to C:\Program Files (x86)\Microsoft\Edge I just renamed the folder to C:\Program Files (x86)\Microsoft.bak and rebooted and it worked again

The renaming of the old Edge folder did not work for me. What worked was going into user accounts, kiosk settings, and setting the program used from the old version of Edge which had no icon at this point to the version that had the Edge icon, and resetting the website it was supposed to use. After doing this and restarting all is well and the computer is now working as intended. This is for a catalog computer at a library but digital signage should work the same as it uses the same kiosk menu.
